Engine block heater questions?

I know many of you down south have no clue what I'm talking about but since the temperature is pushing -20 Celsius where I live I have a few questions for my northern friends here.

At what temperature should I be plugging the block heater in? I'm guessing anything warmer than -15 probably doesn't make much of a difference if it's plugged in or not. Also does the truck have a thermostat to tell it when to turn block heater on or does it just run non stop when plugged in?

My friend had one in his nnbs only used it once when it froze over for couple days in feb it came in handy, that was the day that my tires froze to the groundimage.jpg
Not that bad since this was at 4pm when i got off
Down near houston it got to like 21 or so
Also sorry i have useless input
