It has power and and obvious good ground but the switch mechanism inside the actuator is not interrupting that power when triggrred to do so. Best guess at this point. I have replaced them before. They are pricey for a good one, even at RA. You may go to swap it and when doing the work, you find the actual problem and can return the actuator. What year is it again?
