No Reverse Lights, Need Help!

Hello everybody, I have a 1999 Chevy Silverado 1500 and the reverse lights are not working. I have 12v power at the 25 amp B/U Lamp fuse under hood, and I have 12v power at the trailer backup and vehicle backup 10 amp fuses under hood when I put the truck in reverse which makes me think my neutral safety switch/Backup lamp switch is working properly. I checked wiring all the way back to the tail lights and don't see any breaks in the wiring harness. I replaced the tail light circuit board at the back of the truck and they still don't work. Every other light on the tail lights works properly, Any ideas?

Taillight circuit board.. are we talking about a 1999 Silverado "Classic" in other words a GMT400? They use circuit boards for the taillights. A GMT800 has regular individual sockets. Both generations of truck were available in 1999, but are extremely different vehicles and troubleshooting will be a bit different as well.

GMT400 (truck pictured is actually a 1998 but 1999 "Classic" is identical)

Time and time again, I see problems with the 1999 year trucks and the confusion of GMT400 or GMT800. Same with the 2007 Classic being a GMT800.

Sorry, I should have clarified in the post. The truck is a 1999 GMT800, the newer body style. It gets hard to find information about this truck due to the confusion of the different models. The circuit board is located under the bed by the spare tire.
