Found a replacement bolt and installed. The rest of the attaching bolts are black and my replacement bolt is grey. Also found that an attaching bracket across the top had not been reinstalled as should have been. You can see where there was no shadow of where the bracket tabs should have been and where I realigned and set tabs as should have been. Some sloppy previous work. All that is required to remove the bumper facia is clips removal.
