If the entire panel was loose, it wasn't installed correctly. The arm rest/door pull hooks are enough to retain most of the panel with the bottom hooks doing the rest.

Pop out the insert around the door release lever. Slide the panel over the lever and place it against the door, higher than you think it needs to be. As you slide the whole panel down, you'll find the hooks pop into place. A light and a second set of hands may be helpful so you can see behind the panel to what needs to line up.

The entire panel was loose though. I do think that clip is the top of the hook because the whole panel was loose.
For the whole panel to be "loose", that would mean the rest of the panel fasteners and clips would have to have a problem too. That one hook is not gonna effect the whole panel being tight. There is more than one hook.
