Suburban Rear fender linners

Thought the tire getting into the linner was an isolated incident. But started thinking maybe I need to take it as a warning/something I should look into further. So far the only thing I find is some play in the axles: if I grab the tire and rock it in and out there is play on both sides but more on the passenger side (the side that got into the fender linner) is this a bearing issue? Suggestion on where to start looking?

How much play. Up to between 1/32" and 1/16", is acceptable. Maybe even more. In and out play. Do not want any vertical.
What size tire? Rear ride height?

285/70 17 on a stock wheel. 38” to the top of the wheel well.
